Nobody can actually USE nukes, for the absolute knowledge of retaliation in kind. Nukes have only one use in today's world - balance of power. So, if they had nukes, I believe they would say it. Likewise, if Iraq had the capacity to wreak havoc in the US, they would say so, and the fear of this retaliation would stop the US invasion.
