One thought that occurred to me :

Maybe Reliance thinks that they are on to such an amazing "pot o' gold" that they are resisting attempts by anyone to gain an equity interest in their business.

Although Qualcomm would obviously like to convert a marginal $200 million of cash that they have sloshing around into an equity chunk of what they believe will be a big "winner," ...

They (Qualcomm) can still be very satisfied that millions more ASIC chips will be sold, royalties earned, and CDMA penetration rates increased, even if Reliance "snubs" Qualcomm on the equity investment.
