They will produce more if they're allowed by the Iraqi government. imo

OPEC became a relatively successful cartel after the producing companies nationazlised their oil industries. When production was in the hands of the multinationals and the national governments basically sat back and collected royalties, OPEC was ineffective at pushing up the price and prices were low.
