I doubt that MTBE is really much more of a problem than normal petrol. Petrol floats on groundwater, but MTBE dissolves. I think avoiding leakage is better than banning any particular product.

MTBE has been around longer than the early 1980s, but it wasn't economic while crude oil was cheap. It doesn't really "clean up gas". What it does is give octane number improvement at reasonable cost. That's what drives its inclusion in petrol. Ethanol is included to give money to farmers in exchange for votes.
