It is okay for them to investigate sexual matters that bear on his oath of office or performance of duties, yes. In this case, he perjured himself in the course of being deposed in a legitimate lawsuit, which bears on his oath of office, to faithfully execute the laws of the nation. If he were humping a spy, would it be out of bounds? What if he were forcing women on his staff to have sex? Sex is not a blanket to wrap around you regardless of circumstances........
