Not clear at all to me. A military tribunal is a panel of officers.

Aren't you assuming a lot of stuff here? How do you know prisoners do not identify themselves or don't cooperate?

In any case, Alistair, you are missing the point that NO SUCH TRIBUNAL WAS ESTABLISHED. Not even from among "a panel of officers"


I don't know this and neither do you. Just because it was not made public does not mean it didn't happen.
