technically it's not hopeless... corporate managers do it every month, every quarter, every year.... the problem is will. votes are bought... cutting spending by definition cuts into the political base that keeps pols in office...you really do need people in office who are willing to "fall on the sword" and do what is right for the country personal consequences be damned... what we have instead are career politicians
