Clinton administration was reckless. Producing a budget surplus was reckless? What if there had been no budget surplus. Then, there would have been no Bush tax cut and no lowering of interest rates by the Fed. Clinton worked with a Republican Congress to produce a budget surplus which was badly needed at the time.
