No President does it all on his own but a tax increase was necessary to stop the balooning deficit. All the Republicans said it would cause a recession and they were very wrong. Clinton had the courage to do the right thing even though it cost him dearly in the 1994 election. We owe him a debt of gratitude for his help in restoring fiscal discipline which was all lost in the Bush tax cuts.
