I take this to mean "what has happened now is that we have DISCOVERED they have started to move in another direction ..." -- i.e., just what it says. The discovery is NOW. What did we discover? He goes on to say:

a program that they've been working on for the last four or five years, back to the previous
administration.

I think this statement is totally unambiguous as to when NK began violating the incompetent Clinton agreement.
