This is a huge reason why I think North Korea's recent moves are stupid. They pretty much invited more American intervention, instead of paving the way for America to eventually pull out of Korea. <I see that NK has over 1 million in the military. Is that who our food is going to?> Yes, but indirectly. As long as their citizens are fed by food aid, North Korea can devote all of its precious food to its military.
