Tim, North Korea is trying to hold the rest of Asia hostage. Ballistic missiles are pretty much terror weapons, in the sense that North Korea is saying, "Negotiate, or we'll lay waste to Seoul and Tokyo." Given how crowded both South Korea and Japan is, North Korea doesn't even need to aim, for they're bound to hit something (and someone) with every missile.

To me, that's no different than the threats of suicide bombers.
