I believe this proposal was designed by President Rove to pay back the money that helped put the Republican majority in Congress, and to make sure the conservative base and the money is behind Bush 100% in 2004.

With a well financed Bush campaign against a herd of Democratic candidates, I believe the money and war is calculated to be the difference in the election by President Rove.

This is all about the 2004 re-election campaign, nothing else, IMO.
