You are correct in all three factors you listed.

I'll offer a fourth:

Gore would be President if during the Florida recount battles he had requested a full recount of *all* the counties, and using *only* the strictest of standards (no 'hanging chads').

Paradoxically, that (full count, including Panhandle counties, not just the Democratic cities, and conducted under conservative standards) was what the Bush folks asked for... and that was the one scenario that produced a Gore win.

Clearly Gore was snake-bit from the get-go, and his fate was always in his own hands.
