I'm not sure I totally agree.

I think Clinton knew that if he let the Fed, IMF, and Wall St run wild for a few years, the bubble would produce enough tax revenue to avoid actually having to be responsible. :-)

So he passed the torch of responsibility to Bush. We now know that not only is Bush not up to the task, he will do a lot of things wrong.
