Ultimately this sort of spending will fail, depending upon what you mean by people who "need it." If those who need a tax cut are lower income individuals, they will likely only spend for obligations already incurred. And what little "disposable" income resulting of the cut will likely result in more debt. True economic stimulation occurs when business owners (including investors) are better freed to build business. A government cannot long expand an economy by handing out money to people who do not themselves create jobs and who have no intention of ever creating jobs.
