Well ... the 1994 treaty was signed on Clinton's watch, if not Clinton's blessing. And America never held to its end of the bargain, which North Korea claims is why they restarted their nuclear weapons program in 1998.

Did Clinton screw things up? Hard to say, given that North Korea has always been screwed up. But Clinton did think he gave Bush a Korean victory to build off of. That turned out to be wishful thinking.
