The black one is small speculators. They went to a record long position on NDX apparently....

The large speculators (hedge funds?) are slightly short. Commercials (banks? brokers?) are very short.

Looking at this chart:

the small specs were right in March-April 2001 for example. At other times the large speculators were right. I'd bet the correlations between change in the index over the next months and the positions of those two players are not too high.
