Bushy Plan seems like a smarter version of Japanese packages
I have not read all the fine print detail
but as a Keynesian-type plan, not bad really
what can you expect within a debt-based system?

the dividend portion is pure handout to the interest-rate starved elders whose income is shrinking from both Trez/Corp bonds, and stock dividends
(recall that in 2001, fully $1100B in interest income versus $590B in interest payments)

incentives for capex sound good, but who needs more capacity?

unemployment search gifts are good, but fleeting in value

until debts are cleansed thru another 20 million personal bankruptcies, this economy aint going anywhere
until 1/3 of the banks are plowed under, our business sector is going nowhere either
until USGovt cons some trillionaires to fund our debt as we engage the Inflation Engines again, we are stuck

I suggest the govt encourage an Arab Benefactor Fund
a portion of OPEC oil money would be taxed and diverted to the fund
perhaps a $5/barrel tax for the privilege of selling to USA
the fund would be used to pay off American consumer debt
we promise as a people to review Islam in a fair light
then make a choice on our religion
we stress the Catholic Church scandals, the homosexuals in the Protestant ministry, and all the City/State controversies over religious cresh displays

I would give it a shot
and yes, take my $3100 in Mastercard debt
