I am not acquainted with the Oregon example, but permit me to be dubious about the accuracy of your account, I did make one error. I was misinformed by somebody else -- the $50 increase is not for the top taxpayers, but for those with taxable incomes of $20,000-30,000 per year. Otherwise, this site will give you quite a lot of information. sos.state.or.us The general statistics of the consequences of failure are stated in the Arguments in Favor section, particularly the second section which refers to the Oregonian article. Unfortunately, the article cited is no longer in the 30 day free archives, oregonlive.com, but a Google search will turn up other articles on it.
