Packet switched vs. circuit switched:

In packet switching (Internet), data can be sent via any path. Some data gets sent quickly, some slowly. In a circuit-switched network (ordinary phone line), you rent a wire and all the data gets sent using that wire at uniform speed.

Your netphone will work fine if the net isn't congested. If packets start getting sent slowly, it falls apart. This is why the voice quality of a netphone isn't as good as an ordinary telephone. The Internet doesn't have enough capacity to handle voice data on a large scale.
