Tony, your assertions that the entire H1-B program is a scam is just plain wrong. I'm certain like any govt. program, it was subject to abuses by those looking to profit unfairly. However, the premise that a shortage of qualified personnel never existed, although perhaps well intentioned, is misinformed.

This is literally the very first link that came up on a Google search. It shows declining enrollments in Engineering and Science programs from '93 - '97. The reality of the problem was fewer engineering grads entering the job market, in the years precipitating the bubble.

I can tell you from first hand experience, the shortage of qualified engineering personnel during the mid to late '90's, was definitely real.
