The better approach here is to tax BOTH dividends and capital gains as ordinary income, with capital gains indexed for inflation. The present proposal is inefficient and inequitable.

I assume you mean to also allow corporations to deduct the dividend expense, correct? If not, it is a clear double taxation, and little incentive for a coproration to pay a dividend.
