<<...Bush is planning war no matter what...>> Why..? IMO, it's insanity and could destroy his chances for re-election. Rarely do Presidents that lead us into major wars have a chance to get re-elected...history repeats itself. Rove should realize that Bush's best strategy would actually be to surprise the skeptics and craft a last minute peace agreement with Iraq. Of course The President still would have to deal with the Arab-Israeli conflict, The Korean Crisis and the economy. The opposition party may have plenty of ammunition in '04 unless Bush executes better than we all expect.
