TDD technology development in 3GPP2?
I've noted in discussions regarding TD-SCDMA and UTRA-TDD, the two TDD technologies specified within 3GPP, that cdma2000 (and Q) presently offer no TDD solution, whose potential qualities and applications, contrary to Datang comments, are quite different than those of FDD technologies like GSM, cdma2000 and wCDMA.

Dear 3GPP2 Organizational Partners: For Your Information: Consistent with the discussions at our last SC/OP meetings, on November 11 I circulated, via email, information regarding the proposal for the creation of a new TSG to cover TDD activity submitted by Linkair. A number of comments have been submitted. This email serves as a compilation of those comments.

The plenary meeting of CWTS was finished last week. During that meeting, the TDD issue has been discussed. During the plenary meeting of CWTS, it is indicated that any contribution to 3GPP2 should be approved before sent out based on CWTS working procedure. But the TDD contribution from LinkAir had not been apporved. LinkAir was formally criticized for its action. And the plenary meeting also remanded the TDD contribution to WG4(CDMA) for more detail discussion. During WG4 meeting, many members concerned whether CWTS has enough human and finance resource to support the TDD project, and also concerned the relationship with TD-SCDMA. Finally we agreed that we need more discussion before we can make a final decision. So, we require LinkAir provide more detail proposal on this issue.

The TIA delegation has reviewed this issue and we believe it is premature to discuss a creation of any new TSG for TDD. The proposal presented by LinkAir at the last meeting in Sapporo was high level and more information is needed. As with any proposals, contributions should be submitted to the appropriate TSG for review and deliberation and the contribution(s) will be evaluated on their own merit. We believe 3GPP2 is structured appropriately for now to address contributions on TDD and if and when the time arises, if deemed needed, discussions could take place in the future on a structure to support any work on TDD. The delegation reinforced that TDD is a reality but also agreed that work in 3GPP2 on TDD needs to be considered in light of the scope and charter of 3GPP2. The work in 3GPP2 addresses technologies that are part of the IMT2000 family of technologies and hence any work on TDD should fall within that scope.

TDD is a new technology. Therefore, the feasibility study should be done first before we talk about standardization. So, I prefer TDD to be evaluated within TSG-C first, then TSG-C bring feasibility study report containing the necessity of TDD standardization within 3GPP2.

TTC is not fully convinced of the necessity of creating a new TSG for TDD and is of the view that the study may be initiated at the existing TSGs (e.g. TSG-C, TSG-S) without creating a new TSG for TDD. However, TTC needs the details of the work item to consider further whether this proposal should be supported or not. Some concerns on the work item may include below: - The proponent should provide which TDD technology specification should be realized in 3GPP2 in order to set out with the study. - If the proponent is intending to specify hooks / extensions between ANSI-41 and TD-SCDMA, those should be specified in 3GPP, because the specification of TD-SCDMA and inter-connect specification between W-CDMA and ANSI-41 have been realized in 3GPP. - In case the target TDD is IEEE802.16, it should be clarified whether the proponent is addressing interworking between WLAN and cdma2000 system or proposing it as a new radio access technology for 3GPP2. Concluding remarks: As a reminder, it was decided by the Organizational Partners that this item would be placed on the agenda for the January 2003 3GPP2 OP meeting for decision.
