Or do you just mean that it is not a lie because it is a mistake rather then an intentional attempt to deceive? If so it would be a sign of stupidity rather then dishonesty.

As to the other issue, did Chomsky say it, I have no idea. Perhaps Brumar89 has a link or even a specific quote without a link.
