If you propose something as a solutioin to a problem that has no hope of being enacted within the time frame necessary to solve the problem, then I consider the proposal functionally meaningless.

Example: I want to retire. I need $2 million more in my portfolio to do it comfortably. I propose that every poster who has ever posted on BR, BR Revived, and Sharks, give me a gift of $100,000. That would enable me to retire comfortably. It would definitely solve the problem. But it is functionally meaningless because it isn't going to happen. (Or is it? Is your check in the mail?)
