An overflow crowd of friends, family and well-wishers looked on at Spartanburg County Council chambers Tuesday as Jeff Horton was sworn in as the council's new chairman.
Retired Justice Bruce Littlejohn administered the oath of office. Horton, a Boiling Springs resident and eight-year member of County Council, was joined by his wife, Angie, and two sons, Blake and Jeffrey.
Councilmen Frank Nutt, Ken Huckaby and Steve Parker were also sworn in. Ray Eubanks took the oath for another term as the county's probate judge.
After the swearing in, Horton made a few brief comments, reasserting his campaign pledge to promote a "conservative agenda and eliminate wasteful spending."
Horton touted Spartanburg's ability to attract industry and emphasized the importance of maintaining a positive business climate.
"I plan to keep taxes and regulations to a minimum," he said.
But he acknowledged the next four years wouldn't be easy, pointing to "decreasing revenue and increasing demands (on local government)."
Mayor Bill Barnet addressed the crowd, as well, offering his support of Horton and County Council.
Noting that "Jeff has lived in the county and worked in the city, while I have lived in the city and worked in county," Barnet stressed the importance of common goals and cooperation between the city and county.
"Regardless of who we are, where we live or what color we are, we owe it to ourselves to work together," he said.
"I offer to Jeff Horton our total commitment."
Horton expressed his appreciation of the crowd on hand.
"I'm pleased with this show of support," he said. "It's exactly what this County Council is going need over the next four years -- a lot of community support."
