whenever there is not a script around or someone to help him. He does not appear to be very bright or he is not very well informed, or both. That is another question entirely from the question of racism. Although it would also be an argument against his nomination or confirmation. I have not watched him speak to reporters so I really can not comment on how accurate your observation about him is. Tim
