Well, I'm not sure. The folks who Clinton would have had to appease are very different from the folks that Bush has to appease. I guess the best evidence of this is the very secretive nature of the Bush administration. The GOP is stuck with its base (rich folk and religious zealots) and have trouble honestly moving into the middle ground; whereas I think the Democrats have an easier appeal (intellectuals, poor folk and working folk via the unions) toward the middle. I think it's that flexibility which helped enable Clinton to do better because all he had to do was make the economy more middle and poor ground friendly. Bush can't do that, he's locked in.
