Despite surface appearances, the economy was not healthy during the later stages of Clinton's term. If you are going to give Clinton credit for the economic condition in the late 90s, then you also have to blame him for the problems. The most obvious evidence of this is that the economy had already started to unravel quite dramatically before the elections took place. And there is certainly nothing that happened to the economy in Bush's first year that can be pinned on him. You would have to account for the fact that, not only would he not have made any economic influencing decisions in the first couple of months, any decisions that he did make would take some time to work their way into the system.

BTW: I believe that Bush's economic stimulation proposal will likely hasten the bear market activity. In other words, I think that it will cause the stockmarket to go down. And though this will be perceived as a bad thing by most, it will likely be the healthiest thing for the market and it will also be very positive for the economy in the long run.
