Well, there's lots of ways of looking at that, Vitas. Saddam, pretty much hasn't done much except with many of the weapons our nation provided him, back when he was convenient. And that was pretty much against Iran.
Indeed, if you arm the world, expect problems. The US has done very well, and US arms merchants have made a tidy sum, by selling weapons everywhere. And sometimes we see warring parties exclusively using weapons the US has provided.
The other thing that frequently happens when such threats are perceived is covert action. And there's been plenty of that in places like the lower hemphisphere and elsewhere. I believe Vietnam got started that way, for example.
So now you are assuming Saddam has a threat against America. You'd have to first prove the threat exists. As of this writing, that's unproven.
And as far as I know, unless you have evidence to the contrary, Saddam didn't have anything to do with 9/11.
