If we knew, then certainly airline security would have been very different. For instance, now we know that threats are real. On balance, wouldn't you say we've done well from preventing other incidents?

Here's a good one. One of the arguments against spreading nuclear power plants all over the world was terrorism. That argument, back in the '70s and early '80s was deemed ludicrous by those who'd get the money from building them and by those who'd be selling the "safe, clean and cheap" energy.. They built 'em anyway, didn't they.

And of security? We still can't find a place that'll last 10,000 years to store all that saspisash, have we?
