Just because you know that every now and then someone throws a punch, that doesn't mean you don't go around punching everyone first thinking they might be the thread, do you? And, obviously, it doesn't make sense to punch out the wrong guy, does it?

But as to your hypotetical, no question about it. The action would be to eliminate the ability to carry off the threat, if indeed a threat is proven. For example, Israel took out a nuke plant once, on this assumption. But that's different from taking down a whole nation of people.
