I've long felt that way, actually. I mean, go for a Agreed Framework-type deal but up the ante on both sides: agree to pay them a hell of a lot more, but only in return for absolutely iron-clad verification arrangements and compliance, and throwing in the missile program too. I scandalized some KEDO personnel at a cocktail party a few years ago by suggesting something similar; people looked at me like I had just farted really loudly or something. Basically, we Americans are simply much more comfortable using threats and punitive sanctions than incentives--just like the Europeans are the opposite. It's silly, really, because in most cases some kind of blend is the right solution, but few are predisposed to opt for that kind of soulless bottomline pragmatism...
