just buy the damn nukes I've long felt that way, actually. I mean, go for a Agreed Framework-type deal but up the ante on both sides: agree to pay them a hell of a lot more, but only in return for absolutely iron-clad verification arrangements and compliance, and throwing in the missile program too. I scandalized some KEDO personnel at a cocktail party a few years ago by suggesting something similar; people looked at me like I had just farted really loudly or something. Basically, we Americans are simply much more comfortable using threats and punitive sanctions than incentives--just like the Europeans are the opposite.
