I think I was among scotts at the St. Patrick's day parade in D.C. (Spring 2001). There were some folks in green kilts and some in red plaid. The parade participants were throwing much candy their way, so my kids naturally decided to move toward that group. My wife and I wanted to stay close so we ended up among them. I suspect they were born in the U.S.A. but they were shouting a bunch of Gaelic phrases and the like to get more windfalls of candy.
