There were a series of conflicts under Clinton, and they had different root causes. They ranged from defending democracy in Haiti, to punishing agression in the Balkans. Poppy Bush's policy of letting the Muslims get slaughtered in the Balkans added greatly to the strength of Bin Laden, and so that was another conflict Clinton had to deal with.

The contrast could not be clearer between Clinton (and Albright) measured use of military force and the ever changing rational with the never changing oil/money connection that Bush uses when deciding which countries to invade.
