Davis had hoped to run in 2000. He couldn't derail Gore, of course. So to have a shot, he HAD to be re-elected governor. To do that, he HAD to stop CA electricity costs from skyrocketing.

So he put the state's surplus, accumulated over decades, in the middle. And destroyed it.

Now the chickens have come home to roost.

Forget a Preisdential shot in '04. He'll be lucky to stay out of jail that long.
