Maybe. But CA had over a period of decades intentionally accumulated a large surplus in its coffers which was meant to handle economic downturns without requiring state tax increases. The problem in CA is that the dork currently occupying the governor's mansion blew that surplus to ensure his own re-election.

And he is well known for doing nothing without money changing hands. Possibly one of the most corrupt governors in American history.
