this is the kind of crap we are paying for that needs to be eliminated before we start talking about another tax bracket... talk about a fraud magnet too

Deficit perils state victims program

California's crime victims program will consider issuing IOUs in the coming days, as officials struggle to cut costs and raise more money for the nearly broke program.

The program, which in recent years has paid hundreds of millions of dollars to crime victims or their survivors, also seeks more money from the court system.
