I am not questioning the enron/energy thing.

The point is that in 2001/2002 it was clear that the tax rolls were going to be severly damaged because tech was not recovering, and there were public works projects galore still going on up here. Anybody could have seen this. I'm just saying Davis had ample time to make some program cuts and perhaps amend the 2002 budget based on the impending crisis.

The thing about this crisis is, everyone knew it was coming all you had to do was look at the stock market. Had Davis said in say June 2002- all state wages frozen, all public works projects halted, cuts in medicare etc. then that would have been prudent... as it stands he did nothing and ran against Simon and then surprise!! a budget crisis of astronomical proportions. Well duh.
