hard work, the urge to see your family in the best conditions and the need to send your kids to college in conjunction with who works harder has more success and rewards. "Culture or Structure?" Takes both, IMO, but I would vote to try to change the structure first. It looks like you need a stable Government and money supply, combined with at least a semi-fair legal system first. Then add on as much "Free Enterprise" as the system will stand. And it has to be "Bottom up," not "top down." Agriculture and labor intensive Light manufacturing, IMO. Economic Growth that does not depend on large infusions of outside capital. Great if you get it, but get out of the way of local small business. Utopia? Of course. It's a "Wish List." But we sure have a good list of what won't work.
