You right, and it sounds like an Utopia, You need the structure first in order to change the culture but how do you change the structure without first changing the culture and the feudal religious system , which in the case of the semi-fair system is hard to achieve since they respect the Ruler, King, Strongman or Mullah. Who came first the Chicken or the egg?
