Carl, I'm way out of my depth here but I suppose Betts would reply that he has in mind those uses against civilian populations. As I recall, gases were only used on military populations in WWI. Perhaps there is a qualifier here: none used since WWII.

As for WWII, I would have to agree with you. And can't imagine what Betts might reply.
