Goverment people in Beijing told me that Disney is locating in Hong Kong because they could not get approval for Shanghai from Beijing at this time -- it seems that Hong Kong is in a slump and needed a boost, but it will not be nearly as profitable as Shanghai would have been. Going to Hong Kong is much more of a hassle for most Chinese than catching a plane for Shanghai.
