7:28AM Qualcomm upped to Neutral from Underweight at CSFB; target $36 (QCOM) 38.45: Upgrade is based on view that near-term fundamentals are intact, and that stock is approaching fair value. More to follow... they're something else! were they "underweight" when the stock hit 23? lol
