Actually, the Phalange (who committed the slaughter) were armed, paid, and uniformed by Israel. When Israel first entered Beirut, the official reason was to protect the Palestinians from the Phalange. Then, Israel sent its Phalange mercenaries into the Palestinian camps. Israel had watchtowers overlooking the camp. To keep ther slaughter going, Israel sent flares up continuously through the night. Israel provided an extra bulldozer to move bodies around (it was an Aushwitz-esque scene). Half-way through the slaughter, Israeli leaders met with the Phalange leaders, and then let them back in to finish the slaughter.
