Tax-evasion, in its different forms, is to my knowledge, only EU-approved for small regions which have no other methodes of producing something worth some cash. That sounds like Monaco. Formula 1 and tobacco-alcohol advertisement: Tobacco ads are on Monaco streets as we speak, and there is no way they are giving up F1 - it's too lucrative.
