Yes, it really serves no physiological purpose altho some argue it is generally cleaner since it doesn't give bacteria and other microorganisms such a nice breeding place. And natural selection probably devised the structure we are born with for a number of good reasons.

Regarding sexual pleasure, yes it does tend to reduce glans sensitivity slightly. The difference in not in sensation per se in regard to the woman. The arguments I have heard go like this: with the reduction in glans sensitivity generally comes the ability to tolerate considerably more stimulation before orgasm (for the male, of course) allowing more pleasure for both male and female due to longer states of arousal. The slight loss in sensation for the male is supposedly more than compensated for by the longer arousal, while for the female the benefits of longer duration are fairly clear. But like I said, experts argue both sides, like with most things.

Agree with you that lack of anaesthetic for such an operation is absolute, complete idiocy.
