IYO, are they trying to buy marketshare? If so they will be shipping
dollars with every corporate order and this will show up on their
quarterly reports in short order.

I have not seen any news to the effect that CPQ or IBM are beating
DELL orders. Also, taken altogether IBM and CPQ have less than 20% of marketshare so it is doubtful that they are running into DELL
everywhere they go. Hence, I am skeptical of your strong statements.
DELL lowered its prices after CPQ matched its prices a few weeks ago. So DELL is still lower than CPQ by 10-15%.

Nevertheless, if you have any reports or links that you can post
I would be happy to read them. If you have solid information I can be convinced.
